The above rates are net, the gross being five percent (5%) higher. In the event the current bill is not paid in full by 3:30 p.m. on the 20th of the month in which the bill is rendered, the gross amount shall become due. Service will be disconnected if the account is delinquent 30 days after the date of the bill.
GENERATION AND TRANSMISSION PRICE ADJUSTMENT
The charge in Part III of the Monthly Rate, Generation and Transmission Charge, shall be increased or decreased in accordance with the Cooperative’s GENERATION AND TRANSMISSION PRICE ADJUSTMENT Clause, Schedule “PA”.

DETERMINATION OF BILLING DEMAND
The billing demand shall be the highest demand established by the consumer in any 15-minute interval during the month for which the bill is rendered as indicated or recorded by a demand meter.

MOTOR LOADS
Members may use integral motors in excess of seven (7) horsepower, only after referring such motor loads to the Cooperative, in order to insure that there is adequate capacity in the Cooperative’s system to carry such a load and to insure that the operation of such motor does not interfere with service to other members.
TERMS OF PAYMENT
The above rates are net, the gross being five percent (5%) higher. APPLICABILITY
Applicable to monthly non-residential, commercial and three-phase consumers using less than 4,000 kWh per month and a monthly demand less than 20 kW. This rate is also applicable to churches, fire building, Grange buildings, and township buildings using in excess of 100 kWh per month.

AVAILABILITY

APPLICABILITY
Applicable to consumers otherwise served under Rate Schedules 1 and 3.
CONDITIONS OF SERVICE
1. The consumer must require permanent year-round service.
2. The consumer must agree to take service under Rate 4 for a minimum of 12 consecutive months.
3. On-Peak and Off-Peak hours may be changed by the Cooperative with a six-month notice.

ON-PEAK, SHOULDER PEAK, AND OFF-PEAK ENERGY
The On-Peak Period shall be those weekday hours from June 1 through September 30 beginning at 1:00 p.m. and ending at 6:00 p.m., excluding Independence Day and Labor Day. For the usage months of October through May, the Shoulder Peak Period shall be those weekday hours from 7:00 a.m. and to 12:00 noon and from 5:00 p.m. to 9:00 p.m., excluding Thanksgiving Day, Christmas Day, and Memorial Day. All other hours shall be considered the Off-Peak Period. The On-Peak Energy shall be the kilowatt hours recorded during the On-Peak Period. The Off-Peak Energy shall be the kilowatt hours recorded during the Off-Peak Period.

DETERMINATION OF BILLING DEMANDS:
Distribution Delivery Billing Demand shall be the maximum demand established by the consumer for any fifteen (15) minute period during the current month.
PRIMARY SERVICE (Rate 91)
If service is furnished at primary distribution voltage, a discount of $0.41 per KW shall apply to the distribution delivery billing demand.
MINIMUM DISTRIBUTION DELIVERY CHARGE
The minimum monthly distribution delivery charge shall be $42.00 or the amount specified in the service contract, whichever is greater. This minimum monthly charge shall entitle the consumer to that quantity of energy up to and including the kilowatt hours covered by the minimum charge. In no event will the minimum monthly distribution delivery charge be less than $42.00 regardless of the amount of energy used.

Applicable to any member for dual fuel or Electric Thermal Storage Heating Service. A member must have an active regular single-phase electric service at the same location in order to be eligible for this additional service under the terms of this rate.

CONDITIONS OF RATE
a) The Cooperative, under normal conditions, will provide service under the terms of this rate for a minimum of twelve (12) hours during each twenty-four (24) hour period. Service under this rate may be interrupted at any time, at the discretion of the Cooperative, and for any length of time per interruption, except the total time of service interruptions will be less than twelve (12) hours in each twenty-four (24) hour period, under normal conditions.
b) New homes must be insulated in accordance with Pennsylvania Energy Codes for Zone 4. Existing homes and mobile homes must have minimum insulation values of R13 walls, R19 floors, R38 ceilings, and storm windows and storm doors or equivalent.
GENERATION AND TRANSMISSION PRICE ADJUSTMENT

SECURITY LIGHT SERVICE
AVAILABILITY
Available for security light service, subject to the rules and regulations of the Cooperative.
CHARACTER OF SERVICE
Security light service will be controlled by photo cell, of type and style currently used by the Cooperative and connected to existing overhead distribution lines where 120 volt service is available.

CONDITIONS OF SERVICE
1. The Cooperative shall furnish, install, operate, and maintain the outdoor lighting equipment, including lamp luminaire, bracket attachment and control device on a treated pole, electrically connected so that the power for operation of the light does not pass through the member's meter, at a location mutually agreeable to both the Cooperative and consumer.
2. The Cooperative shall maintain the lighting equipment, including lamp replacement.
3. The lighting equipment shall remain the property of the Cooperative. The member shall protect the lighting equipment from deliberate damage.
TERMS OF PAYMENT
a) The above rates are net, the gross being five percent (5%) higher. In the event the current bill is not paid in full by 3:30 p.m. on the 20th of the month in which the bill is rendered, the gross amount shall become due. Service will be disconnected if the account is delinquent 30 days after the date of the bill.
b) Bills for this service shall be rendered as a separate account, monthly, where the consumer has a security light service only, or along with other charges for service which the consumer may receive.

ALTERNATIVE ENERGY PRODUCTION RATE
AVAILABILITY
Available in all territory served by the Cooperative subject tot he established rules and regulations of the Cooperative, the aggregate capacity of members' alternative energy systems (AES) may be limited by the Cooperative's system, substation area and/or circuit.
APPLICABILITY
Applicable to all member of the Cooperative. The member's AES must (1) be owned, operated, leased, or otherwise controlled by the member; (2) be operated inparallel with the Cooperative's distribution system; (3) have a nameplate capacity no greater than 50 kilowatts (kW) for residential service and up to 200 kilowatts (kWh for all other rate classes; and (4) be primarily intended to offset part or all of a member's electric generation requirements.
Member AESs that qualify under this Service Rate are: solar photovoltaic or other solar energy, solar thermal energy, wind power, hydropower, biomass, and bio-digester gas and fuel cells as defined in Pa. Act 213 (Alternative Energy Portfolio Standards Act of 2004)
The member's AES must meet or exceed the standards and requirements of the National Electrical Code, the National Electrical Safety Code, the Institute of Electrical and Electronics Engineers, Underwrites laboratories, and Pennsylvania Public Utility Commission, as well as the Cooperative's Policy on Alternative Energy Production; Safety and Interconnection Requirements for Alternative Energy Production; and local requirements.
The member must have executed a Power Purchase Contract with Allegheny Electric Cooperative (Allegheny) to sell excess energy produced by the member's AES to Allegheny.
TYPE OF SERVICE

Service under this rate schedule requires metering equipment that can measure the flow of electricity in both directions.
COOPERATIVE MONTHLY BILLING
The Cooperative bills the member on a monthly basis according to the applicable rate schedule. The Cooperative shall credit an AES at the full retail rate for each kilowatt-hour produced by an AES installed on the member's side of the electric revenue meter, up to a total amount of electricity used by the member during the billing period. For AESs involved in virtual meter aggregation, a credit shall be applied first to the meter through which the Cooperative supplies electricity to the distribution system, then through the remaining meters for the AESs account equally at each meter's designated rate. At the end of each billing period, Allegheny shall compensate the AES for kilowatt-hours generated by the AES over the amount of kilowatt-hours delivered by the Cooperative during the billing period at Allegheny's avoided cost of wholesale power.
METER AGGREGATION
The combination of readings from and billing for, all meters regardless of rate class on properties owned or leased and operated by a member operating an AES within the Cooperative's service territory whether the aggregation is completed through physical or virtual meter aggregation within two miles of the member's property.
